Dr. Heidi O'Gilvie

Dr. Heidi O’Gilvie serves as Assistant Superintendent of Professional Learning and Organizational Advancement for Anne Arundel County Public Schools. With more than 27 years of experience in education, she brings a dynamic and expansive background spanning K–12 leadership, higher education, and national professional learning communities. Her career includes roles as an academic consultant, Deputy of Educator Effectiveness, Director of School Performance, Director of the Center for Urban Education, assistant professor of education, ASCD faculty member, adjunct lecturer, founding principal, administrator, and classroom teacher.
Dr. O’Gilvie is deeply committed to advancing social justice and antiracism through education. Her work centers on strengthening leadership capacity and cultivating instructional practices that elevate student achievement, support educator growth, and promote the overall well-being of school communities. She is particularly passionate about creating equitable learning environments that honor diversity and ensure access and opportunity for all learners.
She holds a Bachelor of Arts in Sociology from Virginia State University and a Master of Education in Administration and Supervision from Howard University. She also earned a Certificate in Education from Trinity University. Dr. O’Gilvie completed her Ph.D. in Curriculum and Instruction at the University of Maryland, College Park, with a concentration in teacher preparation, professional development, literacy, and multicultural education.
Through her leadership, scholarship, and service, Dr. O’Gilvie continues to influence systems and practices that empower educators and improve outcomes for students.
